A journal is requiring that de-identified study data be made publicly accessible as a condition of publication. Is this okay?

Can people be listed on the publication if they weren’t listed as Key Study Personnel on the IRB application?

Yes, while there may be overlap, guidelines for authorship are determined by the journal and are independent of IRB listed Key Study Personnel.
